Thinking Beyond the Car: Evaluating Road Diet Feasibility in Downtown Willow Glen, San Jose, CA
This paper looks at redesigning Lincoln Avenue in the Downtown Willow Glen neighbourhood of San Jose, California, using complete street principles to enhance mobility for all users and to create a convenient, safe, and aesthetically-pleasing commercial corridor. The paper explains and visualizes the effects of a simple road diet and a road diet integrated with traffic calming features, respectively, and their influences on both motorized and non-motorized users, and provides a clear image of the potential benefits that each alternative would offer to Downtown Willow Glen. To identify whether or not lane reduction or a road diet would be feasible for Lincoln Avenue, a literature review is conducted to explain the effects of a road diet on various case studies in terms of road operation and safety. The current land use and mobility characteristics of Downtown Willow Glen are compared with feasibility for lane reduction candidate roads, according to the literature review. Then, a scenario of Lincoln Avenue before and after road diet traffic operation for all users is explained based on a study conducted for three months on the Willow Glen road diet trial in Downtown Willow Glen. Finally, lane reduction is discussed as an adequate alternative to improve safety and enhance mobility for all users by adding traffic calming features to Downtown Willow Glen.
